Adobe Photoshop 11

Is there a way to install Photoshop 11 on a Mac computer that has version 10.11.6.

Photoshop 11 requirements are Mac OS v10.6 through v10.8.

And just to make sure: Are you talking about Photoshop CS4 or about Photoshop Elements 11?
