Adobe Photoshop and Creative Cloud Will Not Uninstall-- Basically Viruses At This Point

I have tried uninstalling with Control Panel. I have tried uninstalling with IObit Uninstaller. Yet every single time they tell me that Adobe Photoshop has been uninstalled, surprise-- it's still there.

I try to uninstall it, and each time Creative Cloud asks me to sign in. Then it downloads an update. But it downloads the same update every time as if it had never downloaded the update the past thirteen times I've tried uninstalling the program. Then CC goes away, it tells me Photoshop has been uninstalled, and then it's not.

My point is, I really need help in legitimately removing Photoshop and Creative Cloud from my computer one and for all. I don't need it taking up all that space on my hard drive, and no matter what I do, it stays there and taunts me. If anyone can help, it would be greatly appreciated.

Thank you!
