Adobe Photoshop C C ( 2017 )

Several filters will not open, e.g. Artistic, Brush Strokes, Sketch, Texture, Filter Gallery.

Have upgraded Video card without any improvement. All Filters work on my laptop, but not my Desktop Computer.

Any recommendations to resolve.
