Adobe Photoshop CC 2018 freezes on splash(opening) screen at "Initializing Menu". I have un-installed photoshop and creative cloud twice with no results. How do I fix this?

I uninstalled photoshop and creative cloud, used the cleaner, and it was still getting caught on 'Initializing Menu". I then updated my video drivers, and re-checked for windows updates, and tried photoshop again and it got stuck on "Initializing Menu" again.

Did you use the Cleaner tool between uninstalling and reinstalling?

Freezing on Startup could also be related to the video card driver. Check to see if yours is up to date.
