Adobe Photoshop - Unable to install - Windows 8.1

Hello.

I did a fresh install of my system widows 8.1 and now I am not able to install PS.

It worked great before the fresh install.

Windows 8.1 (pro)

RAM/Memory 16GB

CPU Ryzen 16 core / 3Ghz

GPU GTX 1060

When I click on "Versions" only the newest is available, which only supports DirectX 12.

Can I a get a link to latest version of DirectX 11.
