Let me explain.

1.  I have done from file menu,  Cntl+N

2.  Inserted a full size picture.

3.  Created a passport size photo with crop tool.

4.  Then pressed Enter key.

5.  I made another window from file menu, Cntl+N

6.  Dragged the created passport size picture to this window.

7.  Then I saw a border on the picture.  How to execute this action

from keyboard?   After I made the passport size I typed Cnrl+A.

I tried that for this also.  But in vein.  Still that border is there.

When that border exist there I cannot drag right side or downward to

      arrang multiple photo to print.

Please comment.  Also tell me what is the right procedure to create a

passport size copy along with border.   Stroke command also confusig me.

I do not have enough experience in photoshop.  My photoshop version is CS3.

It depends on the size required for a passport photograph, but say it's to be 2" x 2".

Assuming your original photograph is at least size 1000px 1000px, open your photograph and crop it to a square picture that fits the requirments of the passport image e.g. the head should be centered and facing forward on a white background.

Select, Image > Image Size, select 2" x 2" at 300PPI

Double click on the Layer to change it from a Background layer to a Normal layer.

Select, Layer > Layer Style > Stroke   select the color and size of the stroke (border) .

Print the pic.
