After Photoshop 2018 upgrade camera raw no longer starts

I upgraded to 2018  from 2017 on a PC.  When I try to edit a D800 nef file from Bridge camera raw never starts, nor does it return an error.

Use Graphics Processor is unchecked and it still does not start.

Camera Raw version is 10.0.0.827.

Bridge, Photoshop, and Camera Raw all show up-to-date.

I reinstalled Bridge, Photoshop, and Camera Raw.

When I try to open a nikon nef file from Photoshop CC 2018 I get the following error dialog:

Could not complete your request because of a program error.

Any ideas?  Any idea where I can find the actual error from Photoshop or Bridge?  Either could give me a starting point.

    reset your preferences -   https://forums.adobe.com/thread/375776 - and see if that solves the problem.

    if it does not, update your os and graphics card driver.

    if all that fails, what's your os and what's your graphics card?
