After Resetting Preferences guides do not match rulers

After reseting preferences, my guides (guidelines) no longer seem to match the ruler.

I create a new 2048x2048 document. The ruler appears to show the upper left corner as 0,0 .... But when I drag/snap a guide to the left side, it shows 24px.

 

In the past, I could get a guide to auto-snap to the center a document (in this case, it would snap to 1024). 

Now it snaps to a different place, AND AND AND the display of the location varies depending on whether you are dragging from the left_to_the_right vs the left_to_the_right.  
How can rulers that stop in the spot on the canvas be displaying different numbers for the pixels?

Which version of Photoshop? Go to Help > About Photoshop.

 

It seems that 23.4.1 displays wrong (random) numbers when dragging guides.

Does changing Preferences > Technology Previews > Deactivate Native Canvas then closing and restarting Photoshop do anything?

No, it does not change nothing. Actually it is not checked at my machine.

It needs to be checked/ticked to turn it off, there have been "many" other issues with this new native setting that I thought that it may have a bearing...

It is indeed 23.4.1 freshly, completely reinstalled yesterday to solve a different issue.
Thanks for the reply and thanks for looking into this. I'll await a Creative Cloud PS update.
