Here is some troubleshooting advice:

https://helpx.adobe.com/photoshop/kb/basic-trouble-shooting-steps.html

Perhaps try resetting Photoshop preferences?

(read this entire post before acting please)

Resetting restores Photoshop's internal preferences, which are saved when Photoshop closes.

If they become corrupt then various issues can occur.

Here’s some info on how to do that:

https://helpx.adobe.com/photoshop/using/preferences.html

Manually removing preferences files is the most complete method for restoring Photoshop to its default state:

https://helpx.adobe.com/photoshop/using/preferences.html#Manually

The user Library folder is hidden by default on macOS.

To access files in the hidden user Library folder, see here for how to access hidden user library files.

Unexpected behavior may indicate damaged preferences. Restoring preferences to their default settings is a good idea when trying to troubleshoot unexpected behaviors in Photoshop. check out the video

And here’s an earlier forum discussion as an aid to understanding

You may want to backup your settings and custom presets, brushes & actions before restoring Photoshop's preferences.

Here is general info about that:  https://helpx.adobe.com/photoshop/using/preferences.html#BackupPhotoshoppreferences

I hope this helps

Sounds like broken file associations.

First try right-click "Open With". If Photoshop isn't coming up as an option there, try under Windows Settings > Default apps > Choose default apps by file type.

If still no go, uninstall and reinstall. That should always fix it.

Last resort is to use the CC Cleaner tool to remove all traces of any Adobe applications and then reinstall. But that's very rarely necessary.

The underlying problem is uninstalling older versions after the new one is installed. The old version can then take file associations with it on the way out. In the future, the safe way to do this is to always follow strict version order both ways. Uninstall from the newest and work backwarda - last in, first out. Then reinstall the newest.

Windows has a habit of losing the 'Default App' for files when it upgrades. And Photoshop  'hides' from the WIndows 'Settings' method of setting a 'Default' App for JPGs. (Type :Default" on the Start screen.)

Easiest method is to -

1) [Right-Click] on a JPG file

2) Choose {Open with}

3) Find "Photoshop.exe" in the dialog windows.

If Adobe Photoshop 2023 does not appear in the list- You will need to click on-

Choose more Apps > Look for more apps on this PC > Search File explorer for "Photoshop.exe" in the 2023 folder.
