All icons (.ico files) are Photoshop

I recently had to reinstall Windows 10, so I had to reinstall CS6.  The icons for Photo 64-bit and 32-bit were identical, so I went looking for a different icon.  It turns out that any .ico file I download or convert becomes the Adobe Photoshop.  If it has the .ico extension, it becomes the Photoshop icon.  I have deleted my IconCache.db folder, but that did not help.  How can I keep Photoshop from commandeering my .ico files?

I see this troubles to be more related to OS issues, rather than Ps ones.

Have you tried a System Refresh to a date before you changed the icons?

Not possible.  I have just reinstalled the OS, which is why I had to reinstall

CS6 in the first place.
