All in one for photoshop CC

Hi everyone. My dad wants to buy an all-in-one pc from amazon -->> HP all in one  

These are the specs:

- Intel Core i5-9400T

-Ram 8gb

-Ssd 128gb

-NVIDIA GeForce GTX 1050

-Windows 10 home

I state that I will upgrade ram (at least 16gb) and ssd (at least 512gb), how does this machine behave?
Is Photoshop fluid and fast?
