Alt-click in Clone Stamp tool is DUPLICATING layer

Any tool with alt-click is not working the way they should. Whether it's clone stamp or brush tool, the alt-click turns into a double pointer (arrow) resembling duplication, when the clone stamp+alt is suppose to define a source and brush+alt turn into the eyedropper tool.

It's frustrating and I need a solution to this. PS version 22.5.1. Thanks in advance.
