Animated .gif skipping frame

We are creating an animated .gif for an ad on a website.
Upon first rotation play preview in windows, it will play frame 1 then it skips frame 2 and plays 3, 4 and 5.
On rotation 2, it plays frame 2 and every other rotation after that it plays frame 2.

What is causing it to not play frame 2 on initial rotation?
I have read a bunch of forums and I can't seem to find anyone else having this issue.

I was just looking into why this was happening to me as well, but I think it might just be an issue with the software that is presenting the gif. 

 

I was looking at my gif through the Windows 10 default "Photos" software and I was having the same issue you were having. I opened the gif on Internet Explorer and on Google Chrome and the gif played through all the frames the first and all cycles. Assuming that the gif was made correctly on Photoshop, try viewing the gif on a different software.

Hi Miker,

Could you please share a screen shot of the timeline with us so that we can review it and help you out further?

Also, please check the timing on the frame 2 and 3 and see if the time is correct and not less than other frames .

I see that you've highlighted the 5th frame on the timeline which means all the layers in the layer panel should be on and I can see that is how it looks in the layer panel.

Could you please go frame 2 and make sure that only bottom 2 layers are on in the layer panel?
