Animated GIFs - Saving at 5FPS for Google

I'm trying to create banner ads for Google and we keep getting an error message about it needing to be less than 5FPS.
The graphics were originally created in After Effects and then saved out as an animated GIF (via plugin). I then open that GIF file in Photoshop to render a video and choose to save as 5 FPS as one of the options. I then optimize the file on an online website, which also saves at 5FPS. All these steps but I still get the error message. I'm at a loss.
Is there something I should be doing differently? Does anyone know of a tool out there that will tell me what FPS the GIFs are actually saved at?
