Animated Zoom disabled - GPU not supported

I've been trying to fix this with every possible solution I could find on the internet to no avail.
Photoshop disabled animated zoom for no reason, but the worst of it all, it freezes, lags, glitches out in masking mode, and makes working in it a nightmare.
Adobe Photoshop 2020, and every version since I reinstalled Windows 10 on my Laptop keep telling me that my GPU is not supported. I have an Nvidia GeForce GTX 1660 Ti in my laptop, with up-to-date drivers. The only hint I got was in the 2022 version with a pop-up window telling me I don't have OpenGL / OpenCL installed, which made me laugh maniacally. Here is the thing: It worked on the first start-up after installation. I've been playing games that run in OpenGL perfectly fine. Even Illustrator works perfectly fine (which is weird, because it has a habit of shutting down the GPU VRAM completely for no apparent reason in laptops so you have to restart it every time).
I'm so tired.
Before you ask:
Yes, I tried reinstalling even Nvidia Drivers.
Yes, I updated my Windows to the latest version.
Yes, I forced it to use my dedicated GPU in Nvidia's Control Panel and even in Windows'.
Yes, I even forced the snoop.exe to use my GPU as a dedicated driver.
Yes, I tried it with Cache level 4.
Same result every time. Works on the first start-up. Never again.
Here are the System Info results if you're wondering. (Idk why PS uses 69% percent of my RAM idling, but hey I'm not a computer scientist, but if you're mining in the background at least ask me first):
