Animation of static images in PS

I've seen that Adobe Photoshop Elements 2021 has included the feature of "animate static images".

Is this feature also included in Photoshop 2021? If yes, in which menu is placed?

In Photoshop you create Animations in a Frame Animation Time line and in Video Time line these are Photoshop Panels not menus they have features you use to animate layers.

No, there's no specific feature like this – BUT, you can use the good old Video-Timeline in Photoshop…
