annoyance switching tools

Does anyone else have this issue?

 

When switching tools with hot-keys (ie. 'B' for Brush switching to 'O' for dodge/burn), I have to - MOST of the time - click the tool on the document itself (not the edge) for it to be "reactivated"(?) in order to hit the 'O' key to switch to dodge and burn. 

 

If I don't click on the document first (creating an annoying brush mark that I have to quickly undo), hitting 'O' will do nothing. The brush tool remains selected. 

 

I'm running Windows and have encountered this issue on several of my computers over the years. 

 

Thoughts?

Same issue on MAC. God it's annoying! Slows down workflow to 0.

My thought is that Windows is losing focus from Ps for some reason, you must click on Photoshop window to bring focus back to application to be able to press and use its shortcut. Have no idea why this is happening all the time while you are working in Photoshop.
