Anyone know why Photoshop windows moves left then back right, just as I open from a minimize state?

Why does the right side edge of Photoshop program window, move left and back right when restoring from minimize. (about 2 inches) At the same time, the bottom edge of the window also moves up one inch, then back down. This happens only when PS is Maximised. I have been trying many different things, even a different video card. Many new and older drivers, etc.  To no avail. My LightRoom does a very similar thing as well.  Only with these two adobe products.  All my other programs do not do this.  I suppose I could shoot a video of it happening if needed.
