Artboard Resizing Not Working Correctly

Issues began with Photoshop CC 19.0. Currently seeing the issues with 19.1.3 also.

Properties for Artboard only displays WIDTH, not HEIGHT. The HEIGHT box is empty, you can type into it, but nothing shows and no size change occurs.

Artboard Tool displays size in inches. Left clicking and changing to Pixels is not retained. Size changes work here, but are not accurate. For Ex: I put in 1263 and it converts to 1262.86.

Also typing new sizes in Artboard sizing can cause it to revert to Inches and make the board the wrong size.

    Appears to have been corrupted preferences. Clearing preferences seemed to correct the issue.
