Artboard Workflow severe stutter

I'm a heavy artboard user that typically works with PSBs around 2.5gbs. Creating artboards lately has been extremely slow. Just now is a perfect example wherein I have a PSD template with 6 guides assigned to a 3000px artboard with:

  • A visible blank layer
  • A hidden/invisible group with
    • One 2700 x 250 Rectangle with solid fill
    • 1 Lorum Ipsum text layer, font present

When duplicating this Artboard via option click and drag to begin building my workflow with essentially blank artboards, there is a severe stutter. Sometimes you'll get Apple's load wheel, and sometimes Adobe's Move action load window stays at about 1 click for several seconds before it commits the duplicated and moved artboard.

Historically I've seen connections between leaving the Libraries tab (because the Library Sync background task will hang or freeze occasinally as observed in Activity Monitor, however in this case it is behaving normally) or Navigator window visible/open and increasing the lag, but this is no longer the case as both are hidden.

 

I've attached the PSD result from the PSDT I was using for this. I don't expect a default font susbtition (this is a non-adobe font, FYI) to result in alternate results tested in a macOS environment.

Update: to try and decrease the load with additional artboards I've disabled guides, snap, rulers, etc, but the ends results are the same.

Getting this same problem, downloaded 25.7 and its much better.
