artistic filters not working

I am in 8 bit RGB mode and my artictic filters do not work, They are not greyed out. they just do not work. My hard drive has almost a full TB of unused space. I am also running PS 2020 Adobe does not pick up the phone. been on hold for an hour

Do you have problem inside Filter Gallery? Ensure that eyeball in front of filter is turned on, otherwise it will hide filter effect.

    Please make meaningful statements and post screenshots with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible. 

     

    Is a Selection active? 

    Which Filters exactly are you using? 

    What are the Fore- and Background Colors?
