Best way to convert complex image to black and white vector shape?

Hello, I would like to use cnc on this image, but I need a black and white image for it to work correctly. I'm planning on cutting it out and not engraving so all the wood parts need to connect together so they won't fall off. I would like to know what would be the best way to creating black and white shape that has smooth edges like the one included bellow. I have searched over youtube and google but every example uses only simple objects/images. Thanks in advance.
