Blending Modes not working

I'm using Version 21.2.4 and the blending modes don't affect the layer I chose.  According to the Undo/Redo command (Edit menu), the action happened but I don't see any change in the photo.  I tried clicking Legacy Compositing in Preferences (Performance) and restarting the program but it doesn't change the situation. Color mode is RGB.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible?

Blend modes are interactions between layers. There's nothing under this layer, so nothing happens. There's nothing to blend with.
