Blue hue in black and white photos

Let me start by saying both of my screens are calibrated and show b&w perfectly. My issue is when I edited a b&w photo in Lightroom then send it over to PS it has a weird blue tint to it that's not there but only shows in PS. 

 

Any idea why this could happen? It's not in the finished photo but only if opened in PS.

What does the Info palette in both applications report for RGB (or Lab)? If the same in both, and R=G=B (that is neutral), it's a display issue.

First, try disabling GPU in the Preferences (Performance preferences). Any better?
If not, recalibrate and build a new ICC display profile, the old one might be corrupted.
If you are using software/hardware for this task, be sure the software is set to build a matrix not LUT profile, Version 2 not Version 4 profile.

Checked the info in both and for instance in LR a spot may read RGB at 12 but in that same spot on PS it reads as 24, so it shows as double in PS

That one is 12 and the other is 24 is to be expected; different color spaces. We need to know the entire triplets of values not one. Again, when all three are the same (R=G=B) this is neutral.
