Blur "gizmo", tool?

When using "Filter> Iris Blur" What causes the The Blur "gizmo" to not display?

It's seems arbitrary. Cap lock is off, num lock is off, not sure why sometimes the Blur pin gizmo is displayed and other times is not. Usually a restart fixes the issue but the tool can disappear in the same session.

    ...yes.
    Guide lines were hidden before using the blur filter. never realized hiding guides would effect something not a guide.

    What version of Photoshop do you have, are you hitting the CTRL + H key by any chance which will hide it
