blur part of the picture

Hello.

How can i get a blur effect as in the picture there's blurred apple logo?

The quick & dirty way:

1. Make a selection with the rectangular or eliptical Marquee tool.

2. Then use the Blur Tool at normal mode and 100% strength. See screenshot.
