Blurry Imported Photos

I have recently upgraded to Photoshop CC 2017 and have realized that every time I import a photo into photoshop it loses quality and is very blurry. My cache levels are set to 4 and I don't know what to do...please help!!!

Why do you import and not open the images?

What file formats?

Could you post an image and a screenshot of the image in Photoshop taken at View > 100%`

Sorry for the confusion, I meant Open not Import. The files formats I tried were Png and Jpg.

View at 100%, shortcut ctrl+1. You have them at 66.67%, and this scaling inevitably softens the image.

100% maps one image pixel to exactly one screen pixel.
