Bought a plugin with Exchange, cannot install !

I bought a retouch plugin for Photoshop "100 professional retouch" using the CC desktop app, and Exchange. After the puchase, the pluging shows up in the CC desktop app under the section market/manage the plugins. There is a button to install, I click, it says it is installed, So far so good. But then I open PS and nothing in the plugin section. Go back to Exchange where it is said that if we are unable to install with the CC destop app, we should handle this manually with a ZXP installer. LOL ! Why you guys implement a marketplace that doesn't work ?? When I buy an App on the Apple App Store, it simply works. By the way the link provided to download a free installer like Anastasiy’s Extension Manager works but it is impossible to download this app as it is not secured, Safari or Chrome don't want to download this app... Pure Adobe stuff : launch a service and don't expect it working before 25 iterations...
