Brush becoming Mouse?

This is a problem that has begun to occur more and more, ever since I first subscribed to Adobe. I've noticed that this problem only happens in photoshop. I will simply be drawing away, everything is working fine, when whatever tool I am using becomes my mouse cursor. I cannot select anything from then on, I can't draw, zoom in or out, and I have to close the current project I am in and re-open it. There have been times were to do a 15-minute piece I have had to close and re-open it 10 times. Needless to say, it is getting ridiculous. 

 

Another good piece of information to know is that when it happens, it only affects the document I have open. If I switch to another piece, all the tools work just fine, until eventually, the glitch/bug happens again.

 

If this is merely a setting I need to change, please let me know. If not, how can I report this bug to Adobe, because it's been 3 years and I am very tired of this constant closing and re-opening.

If you can reproduce the issue and have gone through the basic trouble-shooting routines like resetting Preferences

is the place for Photoshop Bug Reports. 

 

Does switching to another application make a difference?

I don't use any other applications to draw. I submitted it as a bug report because no trouble shooting steps helped me and it just happened to me again as I draw. I've not got any response on the bug report yet.
