Brush hardness percent not pixels

In the most recent Photoshop updates when I try to refine any of my brushes the hardness setting is a percent, I'm sure in previous versions this was a pixel value, using the percent value alwas makes the brush too soft, even at 1%. Does anyone know of a setting anywhere to revert back to pixels?
