Brush keeping margin automatically

If I have selected a Brush tool in Photoshop the Circle is looking appropriate but when using the application of brush is quite small compared to the circle. what is the issue may I know or it is a setting.

Go to Apple>System Preferences> Accessibility > Display > Pointer > Pointer Size

or

Apple>System Settings> Accessibility > Display > Pointer Size

and set the Pointer size to Normal
