Brush opacity jitter never reaches 100% opacity Windows 11 Surface Pro 7

I'm having an issue where I can never reach 100% pen pressure when using the brush tool no matter how hard I press. The first stroke seems to only ever reach 75% or so and the second stroke, fully raising my pen from the screen and pressing down again, brings the opacity to 100%. This is a huge problem as any subsequent application of color, even the same color, always yields a darker area at the point where colors meet. I have tried numerous fixes including uninstalling and reinstalling photoshop, uninstalling and reinstalling the surface app, manually adding the text file PSUserConfig.txt which contains the text # Use WinTab UseSystemStylus 0, and adjusting the pen pressure manually in the surface app. The only thing that has made a difference so far is changing the pen pressure in the surface application however this creates another issue where reaching lower levels of opacity becomes impossible. Here are images of my brush setting and the related strokes they yield:

Even after resetting the brush tool the results are the same.

An after-thought, double check to make sure the layer you are painting on in the Layers panel have both Fill and Opacity at 100% and that the Blend Mode is set to Normal.

    Hi @Taylor23341426e0ad, Thanks for the report and screenshots, very helpful.  I thought I was able to repro but realized my Flow was less than 100%.  Once I max'd that out, all worked as expected.  Granted I'm on a Surface Studio running Win11 instead of a Surface Pro 7.

    PSUserConfig.txt may also be clouding the issue.  Please remove that since it is designed as a workaround with external tablets (Wacom, etc). It can cause undesired results on a Surface device with the Surface pen.  

    Does this happen with other brushes or just one in particular?  If just one, please attach it so we can take a look.  Can you also attach screenshots of Brush Tip Shape and Shape Dynamics?  That may reveal something.

      I'm sorry it has been so long. Thank you for taking the time to reply. I got so frustrated with the entire thing that I just quit using photoshop until now. I've finally got the bug so bad I've got enough energy to try to fix this again. As requested here are the screen shots of my layer and brush settings. As of yet nothing has improved in terms of me finding a solution that eliminates my opacity problem.

       

      Something interesting to note is that I will be warned intermittently that I need to use a pressure sensitive tablet, see the exclamation points next to my flow jitter and opacity jitter, despite the fact that I am.

       

       

      Same opacity issue. I cannot reach 100% on the first stroke no matter how hard I press. I must lift and reapply my pen to reach 100%. THIS MAKES ME WANT TO RIP MT HAIR OUT. If you can help my hair and I would really appreciate it! Thank you for your time.
