Brush strokes being contained inside canvas?

For example when creating a new layer and using a brush towards the edge of the canvas,  then moving the brush over towards the centre it is cut off at the edges? Quick example of what I mean attached. 

Probably just accidently changed a setting but this hasn't happened to me before and I can't seem to figure it out. Would appreciate any help, thanks!

That only works when the layer is actually bigger than the image. For example after scaling a layer upward, the borders of it extend outside the image so the brush will paint on them. In the example below the blue lines show the extent of the layer

Another couple of questions

Are you getting that when you apply the brush stroke, which is not normal?

or

 

Are you getting that after applying the brush stroke and then using the move tool to move it? Which is normal as the brush can only paint within the confines of the canvas and by moving the layer you are introducing new "off canvas" areas to the layer

The second option however that isn't normally what happens as if I use a brush off the canvas I could still drag it onto the canvas and it would all be there rather than cutting off whatever is outside of the canvas if that makes any sense?

Do you have a selection active? If not can you show the screenshot but include your layers panel.

I don't have any selections active which was my initial thought too.

Do a Ctrl+H or Ctrl+D to make sure you do not have an active selection that is not being displayed with marching ants.
