brush tool + ALT and no Background color selection

Been using  photoshop 20.0.10 for some years.
 
In version 20.0.10 or older I do pick colors pressing and holding ALT when using the Brush tool all the time. Due to my workflow, I always have the BG color swatch selected in the colors window, so whenever I press ALT and use the eyedropper to select a color, the color ALWAYS goes to the BG swatch.

 This doesnt work in versions 22.0 or newer. Whenever I hold ALT when using the brush tool to pick a color, the color ALWAYS goes to the FOREGRUND swatch, doesnt matter I have the Background swatch selected in the color windows.

Why was this changed? this is an essential part of my workflow.

same thing happend with me, whenever i select brush to and press Alt key to select a forground color it will go to background pannel

Bring up the Color panel by going to Window>Color then click on the Foreground Color chip to make it active.

Mine is working as expected with Ctrl+eydropper = background
