Brush tool is lagging, please help!

I am using the surface book 2 and have never had problems until recently with using the brush tool, but now when I draw a line or anything with it, it lags. I have tried resetting the preferences, made sure photoshop was updated, reset the brush tool itself, uninstalled and reinstalled the program, updated my computer, uninstalled a few other programs I don't use anymore, and nothing has worked. Here is a video example of what I am having problems with:

Hi Kylurn

Thanks for the video! It looks like it might be the Spacing in your brush settings. If you increase the Spacing for Brush Tip Shapes in the Brush Settings, that might fix it. Any chance you can screen record all of your Brush Settings? That way we can have a good look at what is going on.

Hope you find this helpful!

What can you tell us about you document size, resolution, zoom percentage.  Your brush settings like tip kind size and spacing.  With poor setting choices it is very easy to overtax your machine and cause severe brush lag.

My document size is 15x11 inches, resolution of 300, and zoom is 42%. And the brush is just the default brush hard rounded brush.

Your Video is very poor  in your video Photoshop UI is unreadable and now you add some details about your brush settings but many are settings are specified.
