BUG - Grayed 'Help / About Photoshop...' item

After I open window to open files (File / Open), but will not open any file, just cancel operation (ESC), then click on 'Help' menu, the 'About Photoshop...' item is grayed.

If then I open said window and open some file indeed, 'Help / About Photoshop...' is again clickable.

Windows 10 / Photoshop 2020 (21.1.1) / I'm going to let know guys from PR about.
