Are you launching Photoshop via the Creative Cloud desktop app? Is this a personal machine or a machine your work/school manages?

Try this:
1 - In the Creative Cloud app, press CTRL + ALT + T (Win) to launch Creative Cloud Troubleshooter & select 'Close Creative Cloud and related processes' > click on Go. 2 - Open Creative Cloud again & launch Photoshop via the Creative Cloud app, and check if the issue exists.
