what the difference between camera raw filter and adjustment layers is since they can work same thig just like two of them can adjust brightness.

Not really. 

But what are you actually talking about? Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, Properties, …) and Dialogs visible? 

 

The basics: 

• Adjustments and Adjustment Layers work pixel by pixel – each pixels’ own values determine the output for that pixel and that’s that. 

• With Filters any number of pixels can influence the output for a specific pixel.

Adjustment layers affect specific aspects of a layer.

Camera RAW (ACR) is a one-stop shop that can affect pretty much all aspects of a layer. 

If you make the layer a Smart Object before editing it, you can go back in and adjust the settings as many times as you need, without impacting image quality.  ACR is usuall;y my first choice for fine tuning a photograph.
