Camera Raw limitation re image length

I've created 2-3 large panorama photos in Photoshop and when I am trying to edit those in Camera Raw I get a message which says: "The image size exceeds the maximum of 536.9MP or 65000 pixels on the long side supported by Camera Raw". As a result I reduce the size on the long side  to below the 536.9MP but again I get the same message. I tride with 450MP and still getting the same message and cannot use the Camera Raw Filter to edit my photo. 

I understand the limit of 536.9MP but why Photoshop doesn't allow me to edit the 450MP length? 

Thanks in advance for any help to resolve this issue.

Just to be clear, is this the Adobe Camera Raw plug-in for raw images that are "outside" Photoshop, or the Camera Raw Filter for rendered images inside Photoshop?

 

Forget the MP, which is calculated from both the width and height, are both at or below 65,000 pixels?

Sounds like the filter but yeah, the MP here isn't the issue. The number of pixels is. This is the ACR as well as Lightroom limit.
