Can I run Photoshop CC 2013 (14.0) on a 4gb i3 pc

I have a 4gb i3 6th gen pc . My concern is can i run photoshop cc 2013 (not 2014 or later)? CS 6 runs fine. As adobe website says 1 gb ram required both in cs6 or cc 2013 in their website so I request is it true?
