can I use the same photoshop account to windows pc and apple ipad?

Yes but the UI are different and the iPad version is incomplete.

If you have a subscription then you will be able to use Photoshop on your Windows machine and Photoshop for iPad on your iPad provided both meet the minimum system requirements go those applications.
