Can I use this Laptop for Adobe photoshop 2020?

to run properly photoshop 2020 Photoshop require more RAM and SSD HDD Or more dedicated graphics card.I dont have any idea Because I m moving from linux CentOS 7.I dont use windows or Photoshop becfore.

About the only Photoshop related item I would add is scratch disk space. I do not think you will get that warning depending on the files you work on, but this thread should help you understand the need for sufficient space https://community.adobe.com/t5/photoshop/scratch-disk-full-need-new-harddrive/td-p/10732530

 

16 GB is a good level of ram and offers future proofing. 32GB if you can budget for it. Prices are always dropping.

Finally, Backup. Photoshop files are notorious for getting corrupted, so frequent backups help. Same for system backups due to the possibility of Malware/Ransomware infections. Macrium Reflect is a good choice for Windows users, but since I work with a Mac, I hope others can supply better information.
