Can not install photoshop and every single other app from web creative cloud:(

When opening any adobe set up file it loads for a sec on cursor and than does nothing,dies, no task in t manager etc.. tried: vpn in several countries, firewall disabled, fresh windows 10 installed (latest u df), windows defender disabled, vc redists installed, nvidia latest driver installed//..... the only problem on pc is only with adobe "software" if i can even call it like that
