Can only use hand tool

Im on a 2017 13" MacBook Pro with PS CC 2018 installed.

On first opening the only tool I can use is the hand tool. No matter what else I select, only hand tool, I cannot crop, brush anything.

I am also having the same problem in Premier where is appears my shift key is constantly pressed. This only occurs in my Adobe applications and doesn't effect caps when typing. I have sticky keys turned off.

Currently, all the adobe app are all up to date and unusable because of this problem. Please help.
