Can't create new documents in newest Photoshop 2017 update

Hi there.

This is on Windows 10, 14393.351 with all the latest updates.

The new Photoshop CC 2017 is not working properly.

When I select "New.." (document) it simply hangs.

(Open document seems to work.)

Completely unresponsive, I have to kill the process in Task Manager.

My other products, Illustrator, Premiere Pro and Audition seems to work just fine. It seems related to PS only.
