Can;t drag and drop PNG w/transparency onto canvas

This used to work in previous versions. In CC 2019, dragging a PNG with a transparent background from Bridge now throws the error message "Could not place because the source rectangle is empty." - this happens with every PNG.

Is there a fix for this please? Thanks.

    What version of photoshop, bridge and operating system are you using?

    Are you dragging into a current open document of making a new document?
