Can't even use firefly in instructions

I can't even try to use generative fill just like the instruction told me: change the house to a red one.

It says: We have restricted your access to Firefly due to a violation of our Terms of Use. Visit the FAQ page to learn more. And I clicked FAQ, turns to adobe support page but showing

            Try a hard reset of your browser Carl+Shift+R or Cmd +Shift + R.

             

            Alternatively try Incognito mode
