Can't figure out how to make this fix permanent

I have been having that issue where when I zoom in on  a document in photoshop, my stylus only operates like the hand tool. I have seen a few posts about fixing this, and when I uninstall the latest windows update everything works again... except my PC keeps reinstalling the update, and I cant figure out how to make the uninstall stick.

any tips would be appreciated!
