Can't find tool to achieve effect since I updated my photoshop

I am running MAC CATALINA 10.15.7 and updated to Photoshop 23.5.5 and can longer find the tool to achieve this swirling effect. I can't remember the namne of the tool but it allowed me to manually move things around (not the liquify tool)

    nope ... the toolI was usinfgallowed me to move it around in the main window
