Can't install older verisons of photoshop for scrubby zoom

Question

for some reason my scrubby zoom is not working. it was working last week and now this week it's greyed out. as seen in the screenshot. i've done everything so far from checking basic in performance srttings to forcing open GL. i want to install a previous verion of photoshop, maybe 21.2.2 i believe. that's when i did'nt have this issue, but now i can't even find previous versions in the creative cloud app. it just gives me the one before the new one and that's it. i can't go further back. any idea on what to do?

I've also had this issue before with Scrubby Zoom and I cant seem to figure out why either. My Processor is enabled and all the checkmarks are ticked off under Advanced Details. I have found that resetting Preferences entirely and then restarting the program re-enables scrubby zoom for the time being, but if you close the program and open it again at a later time, scrubby zoom will be greyed out.
